DEFINITIONS

 

AA

Class is open to Adult Amateurs only.  Competitors must compete as adults from the beginning of the calendar year in which they reach the age of 22 and must hold a current USEF Amateur Card.

JR

Class is open to Junior Riders only, ages 18 and under in the current year.

YR

Class is open to Young Riders only, ages 16-21 in the current year.

Open

Class is open to all horses and riders.  If there are enough entries, show management will split classes into Open & AA/JR/YR divisions or Open, AA, and JR/YR divisions.

BLM

Qualifying class for 2009 Colonel Bengt Ljungquist Memorial Championships.  Riders must be members of a participating organization at the time of the show to be eligible.  See www.cblm.org/ for further information.

GAIG

Qualifying class for the 2009 Great American Insurance Group (GAIG)/USDF Championships (must declare qualifying ride on entry form).  An additional $10 fee is required (in addition to regular class fee) and must be paid prior to the start of the class.  See www.usdf.org/competitions/competitions-championships/regionals/index.asp for further information.

Class #123 is a USDF/Dover Adult Amateur Medal Program class.  The USDF/Dover Adult Medal will be awarded to the highest scoring adult amateur who meets the eligibility requirements and has obtained a score of at least 58% in the class.  For further information, see www.usdf.org/awards/performance/adultmedalprogram.asp.

Para-Equestrian riders must have a USEF Dispensation, Para-Equestrian Eligibility, or Presidential Dispensation Certificate to enter.  Submit copy with entry form.  Para-Equestrian tests will be ridden in a 20m x 60m arena.

 

ENTRY RULES

 

  • Checks: Make checks payable to PVDA.
  • Entry Form: Entries must be submitted on a 2009 Region One Entry Form.
  • USEF members must provide proof of current membership either with the entry form or when checking in at the show office. Riders are encouraged to use the Master Verification Site at www.eqverification.org. If rider/owner/trainer cannot show validation for current USEF membership, a $30 USEF non-member fee will be assessed.
  • Entries may be limited if the show is over-subscribed. Entries received after the show is full will be placed on a waiting list. The show may fill prior to the closing date.
  • Entries received after the closing date will be accepted and placed on a waiting list to be scheduled on a space-available basis. Entries submitted after the closing date will be charged a $50 post entry surcharge.
  • Entries will be accepted only with entry form and payment. The entry form must be signed in all three signature blocks, as well as in the “coach” box, if applicable. Only original signatures are accepted.
  • Show Management reserves the right to refuse entries (USEF Rule V) and to make changes, deletions, or corrections as deemed necessary.
  • A negative Coggins test within the past 12 months is required for entry to the show grounds. Entries without a Coggins test valid throughout the show date will not be accepted.
  • Do not send entries via registered, certified, or signature-required mail. No telephone, fax, or email entries will be accepted.
  • Until the closing date, entry fees will be refunded less a $25 office fee. After the closing date, no refunds (including stabling fees and overpayments) will be issued for any reason, including Acts of God, inclement weather, terrorism, or other emergencies.
  • Fees must be paid in full with the entry form. If a check for entry fees is returned, the entry will be placed on a waiting list until all fees are paid in cash, money order, or cashier’s check. All returned checks are subject to a $30 service fee.
  • Horses not stabled during the show must pay a $20 grounds fee (required by Morven Park).
  • Non-competing horses must be registered with the Show Secretary. The owner/representative must provide a proof of a current Coggins test and pay a $40 fee. Non-competing horses must wear a bridle number at all times. Non-competing horses do not pay separate USEF or office fees. Non-competing horses must pay either a stabling fee or a $20 grounds fee.
  • Acknowledgement of entry receipt will be emailed or mailed to each competitor. Please check for errors and notify the secretary immediately if any errors are spotted.
  • Ride Times will be available on the websites www.pvda.org and www.pvdarideforlife.org approximately one week before the show date. Times and stabling assignments will also be mailed.

 

 

OTHER RULES AND INFORMATION

 

  • USEF Rules: Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. USEF rules go into effect upon arrival at the show grounds.
  • Class and Judge Changes: Management reserves the right to split, combine, delete, or add classes. Management also reserves the right to add or substitute judges or make any changes required by circumstances.
  • Test Versions: Current editions of the USEF tests for Training Level - Fourth Level will be used, as well as current editions of the USDF Quadrille and Pas de Deux tests and current editions of the FEI Prix St. George, Intermediare I, Intermediare II, and Grand Prix B tests.
  • Veterinarian, Farrier, and EMT: A veterinarian, farrier and EMT will be on the grounds during show hours and on call after show hours. All emergency numbers will be posted in the Secretary's Office and the barns.
  • Numbers: Numbers must be worn at all times when a horse is being exercised or ridden.
  • Freestyles: Riders competing in freestyle classes must present music on a good quality CD disk at least two hours prior to their scheduled ride time. With their entry, riders must submit a copy of the highest test of the level, with a minimum score of 60%.
  • Headgear: Appropriate headgear must be worn at all times while mounted on these premises. Show Management strongly suggests the use of safety helmets.
  • Coggins: Proof of a negative EIA result ("Coggins" certificate) must state the horse's name as it appears on the entry blank. USEF Rule GR 907.3
  • Horse Substitutions: Riders may substitute horses once they have entered only upon presentation of a vet certificate for the incapacitated horse, or a bill-of-sale, and only in classes in which the first horse was entered. The secretary must be notified at least 24 hours before the class(es) take place and a new entry form must be completed.
  • No-shows: If a competitor fails to notify the competition secretary of his/her intention to scratch a test (i.e., is a "no show") competition management reserves the right to fill all of that competitor's subsequent ride times. USEF Rule DR 126.3.
  • Damages to Third Parties: All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents, or their horses. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events.
  • Sharps Containers: Each barn has one sharps container per 50 horses available (per GR 1211.5). Show Management may fine any individual, including trainers, exhibitors, owners, or their agents, up to $100 for improper disposal of needles or other sharp disposable instruments.
  • Motorized Vehicles: Any person operating any motorized vehicle, including golf carts, must have a valid driver’s license from his/her state of residence.
  • Vendors: Indoor and outdoor vendor space available at $200 for the entire show. Contact the vendor chairperson. Vendors must sign a release form and abide by the general rules of the facility.
  • Dogs: All dogs must be leashed while on show grounds and in stable area. No dogs are allowed in the office areas; violations will result in a fine to owners.
  • Food: Food will be available for purchase on the show grounds.
  • Show Arenas: One indoor arena, 20m x 60m for most classes, with stone dust footing. Three or more outdoor arenas, 20m x 60m for most classes, with sand/stone dust footing.
  • Warm up areas: Two sand/stone dust outdoor arenas. Ample outdoor grass areas. Lunging is permitted in designated areas only.
  • Show Office Hours: The show office will open at 12:00 noon on Friday before the show and at 7:00 AM on Saturday and Sunday. Phone during the show only: 240-380-4705.

STABLING

 

  • Limited permanent stalls are available on a first-come, first-served basis. Bring buckets and screw eyes. Stalls have doors.
  • Due to limited stabling, stalls may be restricted to competing horses whose entries are received by the closing date.
  • Horse and tack stalls are $100 per weekend (12pm on Friday through 7pm on Sunday). Early arrival or late departure is available for $30/stall. Day stalls (6am to 6pm) are $50 per day. Use of tack stalls may be limited.
  • Competitors must contact the Stable Manager to arrange early arrivals or late departures, and may be responsible for additional security or fees associated.
  • Initial bedding is not provided. Bedding may be pre-ordered with the entry at $8/bag but will not be delivered to your stall. Additional bedding may be purchased during the show for $8/bag; pay at the show office and pick-up is at the shed between the show office and the C Barn.
  • Competitors must contact the Stable Manager to arrange early arrivals or late departures, and may be responsible for additional security or fees associated.
  • Stall assignments will be posted on www.pvda.org (“PVDA Shows” tab), at the facility entrance, and at the show office.
  • Riders must provide emergency contact information on their entry form.

 

 

AWARDS

 

  • Class Awards: Trophy and six ribbons in each class. AA and JR/YR Divisions pinned separately if entries warrant. Manager reserves the right to combine and split classes.
  • High Score Awards: Ribbon to the competitor with the highest score of the show (excluding Freestyle classes). Ribbons to the competitors with the highest single percentage score in each of the following divisions: Training, First, Second, Third, Fourth, FEI.

DIRECTIONS

 

  • From I-95 (Washington Capital Beltway): Take I-95 to exit 11A, Pennsylvania Avenue South/East (Route 4). Stay on Route 4 East for seven miles to Upper Marlboro exit (there are signs to the equestrian center). Turn right at the stop sign.
  • From I-695 (Baltimore Beltway): Take I-695 to Route 97 South to Route 3 South, which becomes Route 301. Continue to exit at Route 4 North/West (Toward Washington). Take the first exit (Upper Marlboro) to the stop sign and take a left to the equestrian center.

USDF STATEMENT ON ANIMAL WELFARE

 

The United States Dressage Federation, Inc. (USDF), a federation of over 125 independent organizations throughout the United States with a membership in excess of 33,000 members, supports the concept of ethical treatment of animals.

 

Dressage is a classical method of training horses, based upon the horse’s natural responses, as carried out in a gradual, planned program during which the horse’s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved.

 

The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed.

 

Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse’s life.

 

While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival.

 

As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse’s welfare in pursuit of dressage training.

ATTENTION COMPETITORS

 

Each competitor is responsible for supplying management with correct association numbers (USDF, United States Equestrian Federation) for horse, owner, rider, and trainer, before the day(s) of the competition.

 

The scores of competitors who fail to supply correct numbers may not be counted toward national awards.

 

 

HOLD HARMLESS CLAUSE

 

Understanding that horse sports may be hazardous and dangerous, even leading to permanent injury or death, each owner, rider, spectator, and other participant assumes any and all risk of loss or injury and agrees to hold harmless, regardless of negligent acts or omissions, the Potomac Valley Dressage Association, Inc., organizer, show committee, and all horse show personnel.

 

 

BILLS AND OUTSTANDING DEBTS OF COMPETITORS

 

The Potomac Valley Dressage Association, Inc. and its show committee will not be responsible for bills and outstanding debts of competitors.

 

 

MOTOR VEHICLE STATEMENT

 

Minors who do not have a valid driver's license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. Violations of this rule will be cause for sanctions against the parent(s), guardian(s), and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

 

 

USEF MEMBERSHIP STATEMENT

 

Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. USDF MEMBERSHIP BENEFITS

 

USDF Membership Benefits: USDF is dedicated to education, recognition of achievement, and promotion of dressage. For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Directory or the USDF Web site at www.usdf.org.

 

Membership Requirements for USDF-recognized/USEF-licensed Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USDF-recognized/USEF licensed competitions as a rider or owner/lessee, must have either a USDF group membership (GM), intercollegiate/interscholastic membership (IM), participating membership (PM), or have a USDF non-member
(NM) identification number and pay the USDF NM fee. (Note: USDF business members (BM) can own horses but cannot compete as riders with their BM.)

 

Horses competing at USDF-recognized/USEF-licensed shows must have either a USDF horse identification (HID) number or a USDF lifetime horse registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary.

 

Riders and owners wishing to participate in a USDF recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification and USDF LHR or USDF HID, must complete a USDF Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Regional Championships.)

 

Exceptions:

 

  • Horses competing only in Individual Breed Classes (IBC) at DSHB competitions, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, Pas de Deux, Quadrille, or FEI ParaEquestrian classes, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot and academy classes. For foreign-owned horses competing in a CDI, USDF accepts copies of the horse identification pages from an FEI passport in lieu of a USDF HID or Lifetime Horse Registration (LHR) number.
  • Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are Handlers of horses competing in DSHB In-Hand or Group classes.

 

Memberships Defined

 

Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($62), 5-years ($250), or life ($1,000). A USDF Youth Participating Membership (YPM) is available for members under 21 (as of December 1 of the current membership year) for $35. A PM allows the member to compete at USDF recognized/ USEF-licensed competitions and to participate as a rider and/or owner for all Adequan®/USDF Year-End Awards, Great American Insurance Group/USDF Breeders’ Championship Series Finals, and the Great American Insurance Group/USDF Regional Dressage Championship program.

 

Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USDF-recognized/USEF-licensed competitions and participate in the USDF Rider Awards program.

 

Intercollegiate/Interscholastic Membership (IM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Intercollegiate/Interscholastic Member Organization (IMO). The membership year is December 1 through November 30. An IM allows the member to compete at USDF-recognized/USEF-licensed competitions, and participate in the USDF Rider Awards program.

 

Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($175) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only.

 

Non-Member (NM) Identification Number: For each USDF non-member owner/lessee and USDF non-member rider there will be a USDF non-member fee of $20 and a USDF non-member form per competition that must be collected by the show secretary and submitted to USDF along with the USDF Report of Fees document and the $5 affidavit fee if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the non-member number requirements are also exempt from paying the USDF non-member fee. If all the owners of the horse are non-members, only one of the owners must pay the non-member fee. If the horse has at least one owner who is a current USDF member there is no non-member fee assessed. Competition management will be invoiced for all applicable USDF non-member fees not received with the USDF post competition paperwork, along with a report listing all USDF non-members. Competition management is then required to submit the non-member fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF Web site.

 

Horse Identification (HID) Number: A one-time tracking number for horses ($20). Scores earned by a horse with an HID will be recorded, but will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders’ Championship Series Finals. An HID can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $65. If a horse has a USDF LHR it does not need an HID. An HID does not need to be renewed.

 

Lifetime Horse Registration (LHR): A horse with a LHR ($85) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders’ Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has a LHR it does not need an HID. A LHR does not need to be renewed.

 

How to Join USDF

 

Applications for participating membership (PM), business membership (BM), non-member (NM) identification number, horse identification (HID) number, and lifetime horse registration (LHR) may be found in the following locations:

 

  • On the USDF Web site: www.usdf.org. You can submit the application online, print, fax or mail it.
  • In the show office at USDF-recognized/USEF-licensed competitions classified by USEF as Dressage Competitions, and Regular Competitions which are open to all breeds.
  • By calling or writing the USDF office at (859) 971-2277, 4051 Iron Works Parkway, Lexington, KY 40511

 

The effective date of membership is the date the form and correct fees are received in the USDF office or, if applying at a competition, the date received by the competition secretary. Rev 08/08

FEDERATION ENTRY AGREEMENT

 

Federation Entry Agreement

 

By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cable-casts, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

 

Federation Release, Assumption of Risk, Waiver, and Indemnification

I AGREE in consideration for my participation in this Competition [insert name] to the following:

 

I AGREE that I choose to participate voluntarily in the Competition with my horse, as a rider, driver, handler, vaulter, longeur, lessee, owner, agent, coach, trainer, or as parent or guardian of a junior exhibitor. I am fully aware and acknowledge that horse sports and the Competition involve inherent dangerous risks of accident, loss, and serious bodily injury including broken bones, head injuries, trauma, pain, suffering, or death (“Harm”).

 

I AGREE to release the Federation and the Competition from all claims for money damages or otherwise for any Harm to me or my horse and for any Harm caused by me or my horse to others, even if the Harm resulted, directly or indirectly, from the negligence of the Federation or the Competition.

 

I AGREE to expressly assume all risks of Harm to me or my horse, including Harm resulting from the negligence of the Federation or the Competition.

 

I AGREE to indemnify (that is, to pay any losses, damages, or costs incurred by) the Federation and the Competition and to hold them harmless with respect to claims for Harm to me or my horse, and for claims made by others for any Harm caused by me or my horse at the Competition. I have read the Federation Rules about protective equipment, including GR801 and EV114, and I understand that I am entitled to wear protective equipment without penalty, and I acknowledge that the Federation strongly encourages me to do so while WARNING that no protective equipment can guard against all injuries.

 

If I am a parent or guardian of a junior exhibitor, I consent to the child’s participation and AGREE to assume all of the obligations of this Release on the child’s behalf.

 

I AGREE that “the Federation” and “Competition” as used above includes all of the officials, officers, directors, employees, agents, personnel, volunteers and affiliated organizations.

 

I AGREE that if I am injured at this competition, the medical personnel treating my injuries may provide information on my injury and treatment to the Federation on the official USEF accident/injury report form.

 

I represent that I have the requisite training, coaching and abilities to safely compete in this competition.

 

BY SIGNING BELOW, I AGREE to be bound by all applicable Federation Rules and all terms and provisions of this entry blank.
